Tomcat Webserver User Local File Directories

I have a tomcat user that oversees the running of the Tomcat webserver. This webserver serves a RESTful API and some other services.
The RESTful API needs to have read access to local files anywhere on the server? How would I go about doing this effectively, while keeping it secure? Thanks!
