Are Github releases on public S3 buckets [on hold]

I notice that Github hosts release files (and probably other assets) on S3. For example:
This project's releases:
https://github.com/ZuInnoTe/hadoopoffice/releases →
https://github.com/ZuInnoTe/hadoopoffice/releases/download/ho-1.2.1/hadoopoffice-hiveserde-1.2.1.jar
Become an token-auth'd aws download:
https://github-production-release-asset-2e65be.s3.amazonaws.com/71078377/d5a82a80-e07a-11e8-8c7b-46bdbbaa053b?X-Amz-Algorithm=AWS4-HMAC-SHA256&X-Amz-Credential=AKIAIWNJYAX4CSVEH53A%2F20181114%2Fus-east-1%2Fs3%2Faws4_request&X-Amz-Date=20181114T003431Z&X-Amz-Expires=300&X-Amz-Signature=f8309434835df7b24b98f432d836a84f048056c5a2edb6baca491569c54faada&X-Amz-SignedHeaders=host&actor_id=4128491&response-content-disposition=attachment%3B%20filename%3Dhadoopoffice-hiveserde-1.2.1.jar&response-content-type=application%2Foctet-stream, https://github.com/ZuInnoTe/hadoopoffice/releases
Because ultimately to use this jar, I will host it in my own S3 and then load it from hive with a statement like:
ADD JAR S3://bucket/path/to/hadoopoffice-hiveserde-1.2.1.jar
I wonder if GitHub has any reference to getting the file's S3 path and whether there's a way to see if it's a public file?
