Windows 10 explorer crashes on wake from sleep

I am at my wits end! I have been trying to solve this problem on and off for 2 years for Windows 10 (Versions 1607 - 1809).



The Environment:
I have 10 PCs, including 1 laptop. Problem persists on all.
Graphics cards range from GTX 1050 Ti to GTX 1080 Ti.
Motherboards are MSI or ASRock, except for the laptop which is an Acer Aspire VX5-591G.



Memory is G.Skill, Corsair or Kingston HyperX. PCs have either 16GB or 32GB.
CPUs are either a I5-8600K, I7-7820X or I7-7900X, with laptop running a 7700HQ.



All PCs are currently running Windows 10 1709, with the latest patches.
One of the PCs is a "Test PC" which I've tested 1803 and 1809 on. Same Problem.



All PCs are cooled with Corsair products and run Corsair Link, but I've also tried NZXT Kraken.



All PCs run Classic Shell / Open Shell for the start menu, but I've tried without.



All PCs have 750W - 1200W PSU
All PCs boot with either a Samsung Evo or Pro drive (either 960 or 970), and have Seagate NAS drives for data.



The problem
When a PC wakes from sleep explorer will do one of two things: 90% of the time explorer will crash when attempting to open file explorer, click on the start menu or attempting to click on the notification area. The screen will go to a solid blue color, task bar disappears and a reboot is required. 1 in 10 the start menu will respond in about 20 seconds, but attempting to do anything else will crash explorer.



I've been through literally hundreds of posts over the last two years. replaced hardware, reinstalled Windows dozen of times. Tried at various install points (Like before installing the start menu, or before installing office etc). I've been through power settings, and I've been through the event logs (I'm seeing the abnormal shutdown event, but nothing for the explorer hang/crash. I've been through dozens of versions of display drivers. I've tried a plain vanilla Windows 10 install with zero third party applications installed.



It's driving every one here insane, and some are asking me to take them back to Windows 7.



I've not provided a full list of everything I've tried. That would make this post a novel.



There are two Windows 7 installs here (on my PC and the Test PC as dual boot scenarios), and a Windows 2012 R2 server. None of these suffer the same problem - it's solely the Windows 10 installations.



Please feel free to suggest anything, except throwing the computers under a bus. As much as I'd like to, can't do that :)



Would be eternally grateful for any help.
