ClickOnce Applications Fail to Load in MS Edge

We have a handful of applications that are deployed to users over our network using ClickOnce deployment. One example is the "Report Builder" application that is part of SSRS. There are other similar applications that have been developed internally and are being deployed in the same way.

The applications load successfully on user systems using IE 11. They fail to open when accessed through Edge. When the link is clicked from Edge, a "Background Process" (dfsvc.exe - ClickOnce) is started that consumes CPU resources on the system, but the application never loads. The CPU utilization will continue until the process is "ended" through Task Manager. Clicking a link multiple times results in multiple instances of the ClickOnce process running, and will quickly consume all system resources.

This does not appear to be machine dependent and happens on all of the Windows 10 systems that we've tested on.

Can you please provide any thoughts on what might be the cause of this behavior? What is different between how IE and Edge are loading the applications?
