Stop Windows from replacing spaces with '+' in downloaded file names?

I'm using Windows 10 Home edition, and recently it started replacing spaces with '+' in the names of files I download. How do I stop it from doing this? The only suggestion I've found so far is to reset Internet Explorer to its default settings, but that didn't solve the problem.
