Hiring freeze, then Hiring Manager takes too long to answer

I recently applied for a job at a medium sized internet company. After three interviews, out of which two technical, which both went well and had positive feedback on both sides, I was told by the Hiring Manager there is some uncertainty about the position for which I had applied and that they don't know how to proceed further. I was suggested to apply for another position.. this after three weeks of interviewing(and to start over).



This was in itself extremely frustrating since I had been so close to an offer - but also left me puzzled on why spend four hours interviewing and scheduling time slots for people from various departments - if the position does not even exist, or there's a need for it?!



My questions:




  • Is it normal for such a "hiring freeze" to occur, in the last stage,
    after all the interviews?

  • The HM now takes about a week to respond to simple questions about the application process for the new position. Again extremely frustrating(even rude) after all the interviews. The new position belongs to another HM. Would it be rude of me to directly address the new HM with questions regarding all the interviews I took which this other HM organized?

  • Is it normal for an HM to just brush things off like this in this situation?
