Cell to change color based on multiple conditions and have both conditions work

I am creating a traffic light in excel. I want the following things to happen based on value of a different cell and on a range of cells. For example if =(F8:F34 <>"") then I want the cell to be black, if =$M$5<89 then I want this same cell to turn red. The formulas themselves do what I want as long as it is the first rule in conditional formatting, but the second rule will not work. Please advise, per it is driving me crazy! Thanks to anyone who can assist.

Scott, the formulas I typed in my question are the formatting rules that I have. I am now trying to figure out how to post the snapshot of the formatting rules to show you.

Sorry for not getting back to you. If you can get a screenshot of the “Conditional Formatting Rules Manager”, try to upload it by editing your question and typing Ctrl+G or clicking on the “Image” button (looks like a landscape with mountains). Or just type in what you see in the window (include all four columns). … … … … … … … … … … … … … … … … … But also, please clarify what you want Excel to do. You say “if =(F8:F34 <>"") then I want the cell (P6) to be black; if =$M$5<89 then I want this same cell to turn red.” What do you want to happen if both conditions are true?
