Cell to change color based on multiple conditions and have both conditions work

I am creating a traffic light in excel. I want the following things to happen based on value of a different cell and on a range of cells. For example if =(F8:F34 <>"") then I want the cell to be black, if =$M$5<89 then I want this same cell to turn red. The formulas themselves do what I want as long as it is the first rule in conditional formatting, but the second rule will not work. Please advise, per it is driving me crazy! Thanks to anyone who can assist.
