Dose Locktight / Threadlock need to be dry on the end of screws before inserting ?

Ive recently bought some replacement computer screws as ive used mine for a good few years and i wanted to swap them out before as some of them are getting a bit worn and im concerned i could strip the heads.

The new screws came with Locktight / Threadlock pre applied; but its dry, in the past when I've applied it myself I've always inserted the screw while the Locktight / Threadlock is still wet.

Dose it still work if its already dry ?
