`SIOCSIFFLAGS: Input/output error` on `sudo ifconfig wi-fi_network_name_here up` on Linux Ubuntu

I'm asking here cause it relates to electronics IMHO and my last question on PC electronics was moved to superuser.



After I drop a particular laptop with Linux Ubuntu 18 running (happened several times already), my wi-fi connection disappear (no longer up), other functionality looks unaffected. If I restart laptop, wi-fi works fine again.
If I try to fix wi-fi w/out restart, I could not succeed. For example, on sudo ifconfig wi-fi_network_name_here up I see SIOCSIFFLAGS: Input/output error. Files from SSD drive are readable fine. What could be wrong here?
