vsftpd can not connect from the same network

I have a problem I receive the message that connection is timed-out. I can connect locally. It has a default config, both hosts are in the same network. I use Ubuntu and svftpd.
What I did:
I have checked firewalls (they were unconfigured)
iptables -F
ufw disable
I didn't change the config file.
- Service is running.
- I can connect from localhost and by ip (192.168.1.2) from host where server is running.
- I receive the error message: "Connection timed out... Could not connect to server" on the other host when I try to connect.
