Compiling modified version of Okular with added highlighting tool

Regarding the post Modify Okular highlight to automatically copy highlighted text into comment, I would like to have a clear insight of the process to follow in order to compile Okular @hicksor version on Ubuntu 18.04.



I'm a bit lost between the notions of his answer:




pre-built binary




and




To make the build process reproducible, I added a Dockerfile
