Getting SCART from HDMI 2.0 for an old TV

I am trying to get a SCART output from Win10 for my old tv (20+ years old but confirmed working from a freeview box). I got this converter from amazon but due to my unfamiliarity with HDMI standards, it looks to me as if I can't get the converter (states HDMI 1.3 max) to take what I think is HDMI 2.0 from my GPU.



I am trying to diagnose why I can't get an output and this seems the most likely for now. The converter power light comes on. What can I do to get the bloody thing to work?
