Dell laptop not loading past picture with date and time [on hold]

My Dell laptop, running Windows 8, will not load past the picture with date and time. I have tried to use CD to repair and bypass and although I can hear the disk running nothing else will show on the screen. I've tried the F8 and stI'll nothing Any suggestions on what to try next?

Have you tried an external keyboard or mouse?

Does it load successfully before? Try to repair system with command line "sfc /scannow" as asministrator, and check the issue with another user account.
