What is the solution to the DLL errors with specific Python packages with Windows?

Specific packages such as cv2, numpy, etc. sometimes loads seamlessly, however, sometimes give DLL error.
For e.g.
import cv2
Traceback (most recent call last):
File "", line 1, in
import cv2
ImportError: DLL load failed: The specified module could not be found.
