I can't run javac without running cmd in administrative mode

Whenever I open cmd and enter 'javac', it gives me the the following error
"javac is not recognized as an internal or external command, operable program or batch file."
But when I run cmd in administrative mode it works just fine.
I am using windows 10 Pro and jdk version is 8.
I have added jdk path in environment variables as JAVA_HOME.
windows-10 java cmd.exe

Basically what I am trying to do is to run some script with Jenkins, so when I tried to run javac after project was built, it gave me this error. So,I went into windows services and gave Jenkins service administrative control for now as I am using it in offline setting. This has stopped the Jenkins build error at least. Still haven't solved the actual problem though
