Confused of two panels of “vorticity”

According to vorticity ($ vec{zeta}=nablatimesvec{V}$), flow can be defined as rotational or irrotational flow. I read the material about it in Page.3 (http://web.mit.edu/16.unified/www/FALL/fluids/Lectures/f11.pdf). The Figure.1 shows these two types.



However, I am a little puzzled. The left panel seems "do not rotate: its short edges are parallel to x-axis", the right panel seems "a little bit rotate: its short edges are not parallel to x-axis". Moreover, I do not understand the meaning of thin dot lines attached in elements in the lower part of right panel.Fig1
