“Net use” is not returning errors when attempting IPC$ connection

I have a weird issue on a domain-based Windows Server 2012 R2 machine. It is the only server in the domain experiencing this issue.
When I attempt a "net use" command, and purposely enter the wrong password, the command stalls and does not timeout or return any error. However, the failed logon event is logged on the target server.
For example:
- In elevated command prompt - "net use \server.contoso.comIPC$ /user:contosoadminuser"
- Get prompted for password
- Enter wrong password on purpose
- The command stalls, returns no error, and does not timeout.
- Event ID 4625 failed logon is logged on the target server for unknown username or password.
I have investigated the firewall rules, even imported policy from a similar-purposed server that is not exhibiting this and that has not seemed to resolve it.
Any ideas?

Try setting on that server Network access: Let Everyone permissions apply to anonymous users.
