Scrolling continues after switching tabs in firefox

I noticed odd behavior in Firefox recently where it continues scrolling, as if by momentum or some similar mechanism, after switching tabs. The following is a recreation of the behavior:

I'd scroll to the top of the page in one tab, and switch to another tab with Ctrl+Tab after it stops scrolling, where it'd continue scrolling in the same direction. Why is this happening and how can I make it not do that?
