Recently Chrome is changing the file extensions on downloaded files

We use a non registered file extension as an obfuscation from the file being a tar archive containing a signature and an encrypted image containing some upgrade files and scripts.



Recently Chrome has been renaming the extension from the .blah to .tar which then leads to some users accidentally opening the archive and trying to upgrade their systems with something in the contents.



This seems to have changed between versions 69 and 71. Its occurring on both Mac and Windows.



I've been searching through Git commits to see if I can find any changes in Chrome that would provide more details and can't find anything. Can anyone help here?
