How to design a Matrix Graph in Excel 2010?

I'v been tasked with creating a matrix graph in Excel 2010 where x axis values are facility name, y axis values are city and plotted values are a percentage value. I have a table of percentages and need to plot them where the city and facility intersect in my graph.
I've tried the scatter graph which doesn't appear to fit my use case. Bar graphs are great for a single facility and multiple cities. What would be the best approach to fulfill this current need?
