Setting up WinPython on a Windows 7 machine? Register Distribution not changing environment variables?

I am having some issues getting python to run properly on my machine.
I have tried a few other methods of installing python, but I have purged them from my machine.
I am now onto using WinPython. It seems really nice, but, it too, is not working.
So some background, I use Atom (text editor), and in the past I was able to get Atom to be set up nicely with Python (My environment variables were working, and I had some community made add-ons that allowed me to run my code nicely through atom)
I stopped using this setup because, I was not able to import pandas for some reason. I began trying to fix this problem, but i ended up with a bunch of python applications all over my computer.
So, I started fresh, but now when I try to use WinPython's Control Panel to set everything up ( I believe it just directs all of my .py files and adds environment variables) it does not seem to actually change my environment variables.
When I go to my command line and type pyhton, my computer does not recognize it.
So,
1) How do I get WinPython to work so when I write some code that says 'import pandas as pd' python doesn't freak out at me?
2) How do I get WinPython Control Panel to do what it is supposed to do? (alternatively, how do I set up my environment variable for python appropriately with this set up?)
I am a mathematician and not a comp sci guy, so please be gentle (haha).
I currently have UAC off at the moment to avoid any admin problems.
If there is any info you need please let me know, and I will provide.
