Each time when I start up my laptop, Chrome unpins itself from the taskbar and File Explorer pins itself to the taskbar, even though it's already pinned, so that there are two icons of File Explorer on my taskbar. Any ideas?

Go to task manager and check if any boot task was configured on your side. If it is a domain joined computer, we need to contact with administrator if any related tasks or GP was applied.
