ODBC Oracle Client 10.2 x64 TNS error

I have both Oracle 11.2 x86 and 10.2 x64 installed, for reasons I need to use both x86 and x64 connection.



11.2 x86 works well, but 10.2 x64 has below errors when I try to set up ODBC on Windows 10.



It is not a encoding issue with TNSNAMES.ORA, as I have tried different encoding, and even if I completely remove TNSNAMES.ORA, it still has the same error.



If I ignore it and connect anyway, it will fail with error saying cannot resolve TNS, etc.
