Have desktop Google Chrome language settings different from Android OS language

I have an Android phone synced with my Google Account. I changed the language settings to have both Japanese (as first choice) and English as a second for the entire OS.

Android (OS wide) language settings

Back to Desktop:

Now this is, for some reason, changing my accepted languages in Google Chrome and most sites appear in Japanese, but I want all of my sites to be in english.

Note: Google Chrome itself IS in english, the websites however are requested in japanese.

My Google Chrome settings are as they should be, with English as my first option. I have even tried removing Japanese and no dice.

Google Chrome language settings

I have checked

C:UsersMYUSERAppDataLocalGoogleChromeUser DataDefault

and locales are always

{"accept_languages":"ja-JP,en-GB,ja,en-US,en","charset_default":"windows-1252"}

and even if I close Chrome and change the order, save the file and open the process again, it (probably) syncs again and it's back to the same settings, with accept_languages starting with ja-JP.

Has anyone encountered a problem similar to this or has any pointers into what I can do to have Android in Japanese and Google Chrome on desktop in english requesting sites in english?

Thank you!

EDIT: My Google Account language settings only have English as an option.
