Mac asks ““scthost“ wants access to control…”

my old computer (2015 MacBook pro) was having all sorts of problems, and when I updated to Mojave, the computer started asking me this question every time I wanted to open an application for the first time:

Here is the text:
“scthost“ wants access to control “APP NAME“. Allowing control will provide access to documents and data in “APP NAME“, and to perform actions within that app.
What should I do? I got a new computer and sent the files to the new computer, but it still does the same thing.
