Ubuntu login loop + command shell doesn't take password

I've have been stuck with Ubuntu Login Loop since yesterday.
I'm using Ubuntu 18.04.1 LTS
Below is what I've already done
1. Some Stackoverflow answers suggested issue with Nvedia dirvers and hence removing them.
2. Some suggested issues with .Xauthority file
I've done both the above. Haven't worked for me.
What worked since yesterday
1. I was able to create a new user, make it the administrator and login using that account and credentials.
I've since then deleted the account and it's folder from /home/username
Below is what the current state is
1. Still stuck with the reboot that never really happens.
The screen gets stuck at
[Failed] Failed to start Create Volatile Files and Directories.
See 'systemctl status systemd-temfiles-setup.service' for details
[ .... ]
[Failed] Failed to start Network Time Synchronisation.
See 'systemctl status systemd-timesyncd.service' for details
[...]
What I need help with
What should I do now.
Reinstalling is the last option.
Creating a new admin user and using the system is second last option.
Ideally I want to know what the issue was and I wish to solve it.
